On a touchscreen, anything under roughly 300ms is solid — touch input typically runs a little slower than a mouse click. The app shows your live percentile against other players so you can judge your score in context instead of guessing.
No — Reflex Mode, Daily Challenge, Frenzy, Challenge, and Local Duel all work without signing in. Game Center is only required for online 1v1 matchmaking and to appear on global leaderboards.
